Definition and Scope
This page defines the specification that must exist before electional rules are applied. The audit distinguishes the event’s exact start from preparation, publicity, signing, payment, opening, or delivery; it also names who controls that moment and who bears the consequences. Traditional guides document objective-led selection and practical constraint, but they do not validate the chosen time. The primary objective is valid receipt before the deadline; two preferences are staff availability and a supportive lunar sequence. Three candidate times are marked pass, fail, or unknown on every row. No preference can compensate for a failed legal or operational requirement.
Several incompatible goals are hidden under “best,” or the event beginning is changed after the result to make the election appear accurate.

Some methods elect the legal inception, others the first public action or transfer of control; document why the selected beginning represents the event.
Limits, Product Boundary, and Safe Use
A vague wish such as “make everything successful” cannot define an election and encourages cherry-picking. Write one controllable start, one primary objective, two measurable supporting conditions, hard prohibitions, and ranked preferences. For three candidate times, show which conditions pass, fail, or remain unknown; do not change the ranking after seeing a favorite chart. Confirm budget, staffing, law, consent, logistics, and the cost of delay. If objectives conflict, choose the real priority openly or create separate decisions rather than claiming one chart optimizes every outcome.
