Definition and Scope
This guide covers inception charts proposed for nations and cities, where the underlying event may be legally, politically, ceremonially, or administratively defined. The audit separates documented clock times from approximate dates and later rectifications, names the jurisdiction and coordinates, and preserves source citations for every candidate. Mundane curricula and historical practice sources document the use of inception charts; they do not reveal one hidden “true” chart. Provenance and prospective comparison are therefore part of the method, not optional notes.

Worked Example and Near Miss
A city incorporated at noon by statute but held an evening ceremony; both charts are retained with distinct event labels and no time invented between them.
A city has a noon statutory incorporation and an evening public ceremony. Both times receive separate event labels, archival citations, precision grades, and unchanged calculation settings. Future cases are compared under both models; no midpoint is invented and no later historical episode is used to promote one candidate to fact. Provenance remains visible even if one chart appears to fit better.
A preferred chart time is rectified from later history without preregistered criteria, then presented as an archival fact.
