Panchanga: Timezone, Location and Sunrise Differences

Overview

A local Panchanga needs a date, geographic location, timezone rules and a declared sunrise convention. Geocentric angle changes occur at one instant, but a local daily heading can sample them at a location-specific sunrise. Those are two different sources of apparent disagreement.

Does changing timezone change the tithi?

Not at the same normalized instant when identical geocentric longitudes are used. A hypothetical tithi change at 01:20 UTC displays as 09:20 at UTC+08:00 and 10:20 at UTC+09:00. The clocks differ; the angle crossing is the same.

A local sunrise heading is different because each location can sample another instant. Historical timezone rules and daylight-saving changes also matter: a wall-clock time can be ambiguous or nonexistent. IANA documents these limitations; a modern fixed offset is not a complete historical conversion.

Which sunrise does the calendar mean?

Swiss Ephemeris distinguishes its default apparent upper-limb sunrise, including refraction, from its named Hindu-rising convention based on the Sun’s center without refraction, with additional geocentric/ecliptic-latitude settings. Record the actual flags rather than calling every sunrise table interchangeable.

Suppose fictional sunrise methods give 06:08 and 06:12, while tithi changes at 06:10. The same place and date can then receive different sunrise tithi headings. This constructed example illustrates the dependency; it is not a measured sunrise discrepancy for a real city.

What if no sunrise or reliable time is available?

At some high-latitude dates the selected rise event may not exist; Swiss Ephemeris has an explicit no-event result. Preserve that state. Using another city, a fixed 06:00 or the nearest sunrise is a new calendar rule that must be declared, not silently substituted.

A timezone database also has historical limits, especially before 1970. Resolve the best available record and retain uncertainty rather than inventing minute precision. No live OpenFate Panchanga calculation is established by this guide; it explains what any implementation would need to disclose.
