Dharma-Karmadhipati Yoga: Ninth and Tenth Lords

Dharma-Karmadhipati is the ninth-lord/tenth-lord case of the Raja-yoga association framework in Rao. Identify the actual lords first, then verify a qualifying relation between them.

Find the lords before testing their connection
Count the ninth and tenth signs from the declared lagna and use the traditional sign rulers. The planets occupying those houses need not be their lords. A report that lists only house occupants has not yet checked this rule.
Rao identifies conjunction, mutual planetary aspect and reciprocal sign exchange as qualifying associations in this framework. A one-way aspect is not automatically mutual, and a Jaimini sign aspect must not be substituted without declaring a different method.
Mercury and Venus for Capricorn lagna
From Capricorn, Virgo is ninth and Libra tenth. Their lords are Mercury and Venus. In a synthetic chart with Mercury at 21° Libra and Venus at 17° Libra, the two lords share a sign, with 4° separation.
If Mercury moves to Virgo while Venus remains in Libra, both occupy their own signs but the original conjunction is gone; this is not a reciprocal exchange either. Reassess the actual association rather than retaining the yoga merely because both planets have dignity.
An association is not a career prediction
Rao §11.7.1 supplies this specific ninth/tenth-lord case; §11.7.2 separately discusses strength and proximity. A degree example there is not a universal orb for every type of association or every school.
The historical language connects these roles with purpose and action. It does not establish a job offer, status or ethical character. Save the ownership and relation as verified structural fields while treating any life narrative as a separate, conditional interpretation.
