Earth Bureau Moistening Down is the standard English name for 土局潤下. Unlike the ordinary Moistening Down pattern for Ren or Gui Water, this passage starts with a Wu or Ji Earth Day Master entering a strong Shen-Zi-Chen or Ren-Gui Water environment. It explicitly names Wu-Shen, Wu-Zi and Wu-Chen days, then distinguishes weak Earth that is carried by Water from Earth strong enough to manage the Water bureau. The Day Master is Earth while the surrounding bureau is Water
The entry names Wu-Shen, Wu-Zi and Wu-Chen born into Shen, Zi or Chen and a Ren-Gui-rich Water environment. A Water Day Master with Shen-Zi-Chen belongs to the separate standard Moistening Down discussion.
